Summary: DoN is comprised of statisticians, observers, and academicians.
DoN is comprised of statisticians, observers, and academicians. They observed trends, instead of particular events or situations that DoS conducted. They are more spread out and thinner than DoS. They are grouped into associated topic nodes, that individual officers of DoN would report to. Topic nodes would exchange and associate all of the reports to be submitted to the DoC.
